Thanks Moira for asking. In John 3:1-8,Jesus is talking to Nicodemus, a Jewish leader. Jesus told Nicodemus an interesting paradox that a person has to be born again to see the kingdom of God. Nicodemus took Jesus literally and thus didn't understand him. Jesus often spoke figuratively. I believe that verse 8 is referring to baptism (water) which is a rebirth into a new life. See Romans 6:4. Baptism is not merely a washing with water but a spiritual rebirth when done in response to God's direction (which is found in His Word which is inspired by the Holy Spirit).
Amen :)
